An overview of the tools from SPEKTRUM LAB: what they do, who they are for and how they work. Some are already available online, others are under development.
SPEKTRUM LAB offers thirteen AI tools for Swiss spatial planning. Six are available online: Weighing of Interests AI, EIA Screening, Case Law Search, Building Zone Capacity, the Swept Path Tool and MINU-AI. Seven are under development. Six services are also available as MCP servers for AI assistants: SPEKT-AI free, all others in the full subscription for CHF 98 per month.
AI-assisted weighing of interests under Art. 3 of the Spatial Planning Ordinance with five specialised AI agents (FACTS, PRO, CONTRA, LAW, MODERATOR). Court-proof along eight Federal Supreme Court criteria, Word export.
AI-assisted screening of whether a project is subject to an environmental impact assessment (EIA). Checked against the Environmental Protection Act and the EIA Ordinance by facility type, thresholds and site factors, with a traceable justification.
Swiss court rulings on spatial planning and building law in five fields: weighing of interests, building outside the building zone, building permits and environment, land-use planning and second homes, protection, expropriation and value capture. Indexed by field, planning trigger, affected interest and outcome; search free of charge, read the headnote, copy the citation in the court’s own format and open the full text at the court.
AI-assisted calculation of building zone capacity for municipalities. Population forecasts (STATPOP), land reserves, densification potential and scenarios according to cantonal structure plan requirements.
Swept paths without a CAD licence: load the base plan as DXF or DWG, click the carriageway centreline, calculate the swept path with the tractrix model (based on VSS SN 640 271a). With VSS standard vehicles, conflict checking against the plan geometry and export as DXF, PDF or PNG.
Automatic meeting minutes by AI. Upload an audio recording and receive structured minutes – ideal for municipal assemblies, meetings and workshops. GDPR-compliant, hosted in the EU.
Digital calculation of the value capture levy for municipalities (Canton of Zurich). Cantonal levy (rezoning into building zones: 20%) and municipal levy (upzoning and rezoning: 0–40%).
Site assessment of a parcel as an MCP tool in the building zone service: an address or coordinate is enough. Links the PLR cadastre, federal geodata and cantonal thematic maps into a traffic light per topic, with findings and sources, an overall picture and a report. A working aid, not official information.

MCP server
The Model Context Protocol (MCP) is an open standard that lets AI assistants call external tools and data. The SPEKTRUM tools are available as MCP servers: connect the server to your assistant once, and it can then identify parcels, fetch PLR cadastre extracts, calculate building zone capacities or start a weighing of interests on its own.
